Overlooking the Mississippi River's beautiful Lake Pepin, Stockholm is a mix of farmland and woodlands. 

Large livestock operations send hundreds of tank trucks full of liquid waste up and down Stockholm's country roads each spring and fall. This raises community concerns about susceptible groundwater, as all Stockholm's residents rely on private wells for drinking, cooking, bathing, irrigating and watering livestock.

Stockholm's Plan Commission studied concerns about water, along with many others such as road damage, air pollution and fire risks. Based on that research, the Plan Commission developed an Operations Ordinance. It was passed on February 10, 2026.
